Job Description

The Arkema Americas Corporate Goods and Services Purchasing team has an opening for a Regional Purchasing Manager (RPM) to be based out of King of Prussia, PA (soon to be Radnor, PA). This position will be responsible for Indirect Purchasing for East Coast and Midwest Gulf Region and other sites as applicable.

This individual will have category responsibility and accountability for designated categories of spend for goods and services including but not limited to MRO, capital projects, and maintenance. The RPM will facilitate aligning their assigned sites with strategic & capital procurement teams and other regional category strategies as part of central led procurement team, and departmental objectives.

Some travel will be required (approximately 10%), domestic only.

KEY ACTIVITIES:

Site Specific and Regional Sourcing Strategies for Operating Expenditures (OPEX) (40%)

  • Collaborate with leadership to identify relevant sourcing strategies for site, region and category
  • Perform supply market research for relevant category and strategy
  • Analyze and execute (after analysis of market, customer requirements, pricing, category etc.) strategy for regional categories
  • Develop and implement cost improvement programs and report savings and other metrics
  • Develop cross functional teams to assist in category strategy and implementation
  • Manage multiple suppliers for long term relationships and continuous value add
  • Develop and execute contracts and manage service level agreements
  • Communicate to stakeholders, customers and project teams on progress, barriers, results, and new opportunities

Site Specific and Regional Sourcing Strategies for Capital Expenditures (CAPEX) (40%)

  • Identify relevant sourcing strategies for small to mid-size capital projects at assigned sites
  • Perform supply market research for relevant category and strategy
  • Analyze and execute (after analysis of market, customer requirements, pricing, category etc.) sourcing strategy for regional CAPEX projects
  • Obtain stakeholder buy-in prior to initiation of CAPEX strategy and award of work
  • Manage multiple suppliers for long term relationships and continuous value add
  • Develop and execute contracts and manage service level agreements
  • Communicate to stakeholders, customers and project teams on progress, barriers, results, and new opportunities

Communication, Coordination, and Issue Resolution (20%)

  • Ensure compliance with purchasing policies and procedures, ethical practices and adherence to relevant laws and regulations. Agree to exceptions when policies or using a contracted policy will not be met.
  • Implement world-class procurement practices and technology including e-sourcing, on-line auctions etc.
  • Manage supplier complaints and site or regional specific supplier performance issues by working with the supplier and BU/Plants to determine root cause through resolution, and track the complaint through close. Continue to monitor to ensure issues are not repeated.
  • Liaison between Goods and Services Purchasing (Indirect), BU's and plants.
  • Participate and supports internal audits as needed.

QUALIFICATIONS:

  • BS in Engineering (preferred); or BS or BA in Business or Supply Chain or related field
  • Four Plus Years of Procurement, Strategic Sourcing Or Supply Chain Experience
  • Two years in industrial indirect goods and services procurement, multiple sites
  • One Year Category Management
  • Chemical plant experience preferred
  • SAP knowledge and experience a plus
  • Buyer - personnel management preferred
  • Certified Purchasing Manager preferred
